EURO-PARK KOBIERZYCE

The industrial park, set up in Kobierzyce commune (Lower Silesia voivodship), covers an area of Biskupice Podgórne and Bielany Wrocławskie of a total of 410 hectares, including 240 hectares of developed land earmarked for investment (210 hectares in Biskupice Podgórne and 30 hectares in Bielany Wrocławskie).

Establishment of EURO-PARK Kobierzyce

EURO-PARK Kobierzyce was established in the Wroc³aw-Kobierzyce Subzone of the TSSE EURO-PARK WIS£OSAN, which was created in 2005 in order to fulfil the investment agreements of the Council of Ministers with LG Philips LCD (today: LG Display LCD) and its sub-suppliers and cooperators for the implementation of investments in the production of LCD TVs. In 2016, LG Electronics decided to move TV production from Biskupice Podgórne (Subzone Wrocław-Kobierzyce) to Mława, and the first electric car battery factory in Europe by LG Chem Energy (now LG Energy Solution) was established in the Subzone Wrocław-Kobierzyce. At the moment, the LG Energy Solution plant is the largest factory of its kind in the world with a production capacity of 70 GWh of battery capacity per year (for comparison: TESLA Gigafactory in Nevada produces 20 GWh).

The goal of EURO-PARK KOBIERZYCE is to stimulate economic development in the region, develop industrial efficiency, make full and balanced use of well-developed investment areas and create space for new investments, prepare investment areas created for innovative and modern investments.

Activities of the investment zone

The activities of the area's management are intended to stimulate the development of Polish entrepreneurship and encourage investment in Poland under the government's Polish Investment Zone programme.

Under the new legislation, i.e. the Act on Support for New Investments, each zone manager is assigned an area in which they carry out the tasks specified in the Act. According to the Ordinance of the Minister of Development of 5 August 2020 on entrusting the area manager with the execution of tasks in a separate area (Dz. U. of 2020, item 1351), the Ministry of Development entrusted IDA JSC as the manager of the TSSE EURO-PARK WISŁOSAN with the performance of tasks specified in the said Act on the territory of a part of the Wrocław County (Kobierzyce Commune), with a total area of 760.4602 ha, including, among others, the EURO-PARK KOBIERZYCE.

The Act on supporting new investments, in force since 29 June 2018, enables entrepreneurs to obtain public aid in the form of income tax exemptions. Obtaining this type of aid by an entrepreneur implementing a new investment depends mainly on the subject matter of the planned investment and the fulfilment of quantitative (incurring qualified costs in a certain amount associated with the unemployment rate and the size of the entrepreneur) and qualitative criteria, described in detail in the regulation on public aid.

The new regulations allow the investor to indicate the place of realisation of his investment. Special support can be provided to companies that contribute to the growth of innovation in the Polish economy. The basis for benefiting from this type of public aid is a decision on support, issued by the area manager under the authority of the competent minister for economy.

WHAT IS WORTH KNOWING ABOUT EURO-PARK KOBIERZYCE

It covers 1 commune (gmina), is located on fully developed land, prepared for full use by investors, near convenient transport hubs.

It has over PLN 16 billion of investment outlays. Allows exemption from income tax for entrepreneurs (CIT or PIT) realising a new investment and exemption from property tax (Kobierzyce Commune).

Offers more than 10,000 jobs, institutional support for extensions, improvements in infrastructure and access to markets, as well as improvements in access to workers.

It engages 31 entrepreneurs, offering them information and substantive support, professional service at every stage of investment, cooperation with other investors and the EURO-PARK KOBIERZYCE manager, cooperation with local authorities, business support institutions, road administrators and media operators, coordination of construction and expansion of necessary infrastructure elements, issuing of technical agreements, creation of purchasing groups.

It primarily supports the following industries: automotive, electronics, engineering, paper industry.

Professional and efficient pre- and post-investment service, servicing and supporting investors in their current activity and at every stage of investment realisation, organising joint business meetings and undertaking joint initiatives as well as acting as an intermediary in contacts with offices and institutions supporting investors' activity.
